India: Significant Goa Voter Decline in Final Electoral Roll

Goa Voter Decline: The Election Commission of India released the final electoral roll for Goa on February 22, 2026, following a comprehensive Special Intensive Revision (SIR) exercise. The final roll indicates a 2.5% reduction from the draft roll and a 10.8% decrease from the pre-SIR roll, making Goa the only state to record a decline in voter numbers post-SIR.

Goa Voter Decline by 2.5%

Initially, Goa’s voter count stood at 1,185,034 on October 27, prior to the SIR. This number dropped to 1,084,992 in the draft roll published on December 16, reflecting an 8.4% decrease. The final count further reduced to 1,057,666 electors.

The decline is attributed to fewer applications for voter inclusion compared to the discrepancies identified in the rolls. A detailed report by the state’s Chief Electoral Officer (CEO) highlighted issues such as logical discrepancies among 58,923 electors and 182,403 unmapped electors in the draft roll.

During the claims and objections phase, 39,592 deletions and 12,166 additions were recorded, resulting in a net deletion of 27,426 voters. Notably, 428 individuals with Portuguese passports were also removed from the rolls.

The highest number of deletions occurred in the Vasco da Gama constituency, followed by Cortalim and Dabolim. In North Goa, Taleigao and Panaji registered significant deletions. The final roll shows a gender ratio of 1068, with 0.89% of voters aged 18-19.

The CEO emphasized that those aggrieved by the final roll have a 15-day window to appeal with the District Election Officer, followed by a 30-day period with the CEO. This process aims to ensure accuracy and transparency in Goa’s electoral records.
