The Indian Railways has introduced significant measures to enhance the efficiency and safety of train operations through targeted reforms for train controllers. These changes aim to improve working conditions, strengthen operational standards, and prioritize employee well-being in one of the world’s largest railway networks.
A primary focus of the reforms is the selection process for train controllers. Only experienced traffic inspectors and station masters with strong service records will now be appointed, ensuring a high level of competence in these critical roles. To maintain and enhance their skills, controllers are required to complete refresher courses every five years. These courses incorporate simulator-based training and scenario-driven modules to simulate real-world challenges, fostering sharper decision-making and operational readiness.
A structured performance monitoring system will also be implemented, evaluating controllers based on punctuality, emergency response capabilities, communication skills, and adherence to operational protocols. This system aims to maintain consistency and accountability across control offices. Additionally, a succession and rotation plan will prevent over-reliance on individual controllers, promoting a balanced and sustainable workforce structure.
Recognizing the high-stress nature of the role, the Ministry has introduced wellness initiatives, including yoga sessions, counseling, and regular health check-ups. These measures address the mental and physical demands faced by controllers, who manage complex train movements and ensure passenger safety. A six-member committee, formed on August 27, 2024, with senior railway officials, has been tasked with further evaluating and improving working conditions, including issues related to pay and workplace amenities.

The changes come alongside other railway initiatives, such as Aadhaar-based authentication for Tatkal bookings starting July 1, 2025, and a pilot project in the Bikaner Division to confirm waitlisted passenger statuses 24 hours before departure.
These reforms mark a strategic effort by Indian Railways to strengthen its operational backbone while prioritizing the well-being of its workforce, ensuring safer and more reliable train services for millions of passengers.
