At a United Nations Security Council briefing on Russia-Ukraine ceasefire held on July 25, 2025, Pakistan’s deputy permanent representative, Ambassador Usman Jadoon, emphasized that diplomacy must take priority over military action . He stressed that dialogue — not escalation — is the only path to a lasting peace.

Chairing the 15-member meeting, Jadoon described the humanitarian cost of the war as devastating. He reaffirmed Pakistan’s position that any resolution must uphold the UN Charter, international law, and multilateral agreements. “Military escalation leads to a dead end,” he warned.
Jadoon voiced concern over stalled diplomatic progress, even with prior ceasefire attempts and UN Security Council Resolution 2774. While he acknowledged small breakthroughs — such as prisoner swaps and talks in Istanbul — he highlighted the scale of ongoing violence. Ukrainian authorities reported over 5,000 long-range munitions launched by Russia in July alone, including a record 728 drones on July 9.
Condemning attacks on civilians and critical infrastructure, Jadoon insisted such actions are indefensible. He called for serious negotiations, additional prisoner exchanges, and broader political dialogue.
A UN official at the same session warned that June 2025 saw the highest number of civilian casualties since the war began in 2022. Nearly 13 million people now require humanitarian aid, while access to food, healthcare, and clean water remains severely restricted. The use of explosive weapons in populated areas and Ukraine’s recent withdrawal from a global treaty banning anti-personnel mines has also raised fresh alarms.
What’s Next
Pakistan’s stance reflects its longstanding support for peaceful conflict resolution. As global powers continue to struggle with the fallout of this prolonged war, Pakistan is pushing for meaningful diplomacy to break the deadlock and protect civilian lives.
