The party named Arya, a senior leader from Nainital, as its candidate for the Uttarakhand Rajya Sabha seat, with polling scheduled for October 16. Reacting to the decision, Arya thanked Chief Minister Pushkar Singh Dhami and the party leadership, saying that only within the BJP could a person from a humble background be entrusted with such a responsibility.
What the Election Commission Has Scheduled
The Rajya Sabha elections 2026 for this round cover 12 seats across three states. The Election Commission of India (ECI) announced biennial elections for 10 seats from Uttar Pradesh and one from Uttarakhand, along with a by-election for a single seat from West Bengal. The notification was issued on September 29, nominations can be filed until October 6, and candidates may withdraw until October 9. Voting will take place on October 16 between 9 a.m. and 4 p.m. The terms of the retiring members from Uttar Pradesh and Uttarakhand end on November 25, according to the Press Trust of India (PTI).
Bansal has represented Uttarakhand in the upper house since 2020, when he was declared elected unopposed. His retirement has opened the only Uttarakhand seat in this cycle.

Arya hails from Nainital and is a former BJP district president of the area. He currently holds a party-assigned responsibility, according to Amar Ujala. ETV Bharat describes him as a leader with a strong grassroots connection and a long association with the Rashtriya Swayamsevak Sangh (RSS), and notes that he has never been aligned with a particular faction within the state unit. Hence the Dinesh Arya Rajya Sabha nomination represents a choice of an organisational figure rather than a prominent legislator or minister.
Regional Balance in the Uttarakhand Rajya Sabha Seat
The selection also carries a regional dimension. Amar Ujala reports that Kumaon has secured a place in the Rajya Sabha after 12 years, and that all three of Uttarakhand’s seats in the house are currently occupied by leaders linked to Garhwal. In this regard, the nomination is being read as an effort by the party to balance representation between the state’s two principal regions.
An Outcome Widely Regarded as Near Certain
Members of the state legislative assembly, which has 70 elected seats, vote in Rajya Sabha elections. Given the BJP’s numerical strength in the assembly, ETV Bharat describes Arya’s election as practically guaranteed. Under the established procedure, if only one candidate remains in the fray after the withdrawal deadline on October 9, that candidate can be declared elected without a poll. The shape of the contest will therefore become clear once the withdrawal period closes.
The Wider BJP Rajya Sabha Candidate List
Arya’s name was one of several announced in the same cycle. The BJP also named Rukmini Mallick, also known as Koel Mallick, for the West Bengal by-election. On October 5, the party announced eight candidates for Uttar Pradesh: Dharam Pal Singh, Radhakant Ojha, Prakash Pal, Vidyasagar Sonkar, Gopi Krishna Pandey, Priyanka Singh Rawat, Ram Pratap Singh Chauhan and Shruti Gangwar. Eight of the ten outgoing Uttar Pradesh seats were held by the BJP, with the Samajwadi Party and the Bahujan Samaj Party holding one each, according to PTI. The polls come ahead of the Uttar Pradesh assembly elections due next year.
With nominations closing on October 6 and polling set for October 16, the Dinesh Arya Rajya Sabha nomination now moves to the formal stages of scrutiny and withdrawal.
