Pune to Launch India's First Low Emission Zone

On May 11, 2026, Pune announced the establishment of India’s first Low Emission Zone (LEZ) in Shivajinagar, a central business district known for high pollution levels. This initiative aims to significantly reduce vehicular emissions by restricting entry of older, polluting vehicles.

Naval Kishor Ram, Pune’s Municipal Commissioner, stated that the LEZ will cover 7-10% of the city, focusing on Shivajinagar. The plan involves banning or restricting older vehicles, with implementation expected within two months. Collaboration with the police and RTO is underway to finalize details.

The LEZ initiative is part of a broader effort supported by ITDP India and aligns with Maharashtra’s 2021 Electric Vehicle Policy, which mandates LEZs in six cities. This follows a three-year development phase under the National Clean Air Programme, emphasizing improved public transport and infrastructure.

Historically, LEZs originated in Scandinavia during the 1990s, with notable implementations in Stockholm and later in London. Pune’s initiative, inspired by these precedents, aims to replicate the success seen in European cities, potentially reducing PM2.5 levels by 80% in targeted areas.

Looking ahead, Pimpri-Chinchwad plans a similar city-wide initiative, while other Indian cities like Mathura-Vrindavan and Varanasi are implementing electric vehicle zones. These efforts mark a significant shift in India’s approach to combating urban air pollution.
