The Mohammad Ali Jauhar University demolition order has thrown the lives of nearly 3,000 students into uncertainty, triggering an indefinite sit-in outside the campus gates in Rampur, a town roughly 200km from New Delhi. Local authorities have directed the university to tear down 38 of its 40 buildings, claiming the structures were built without proper approval. The order has reignited a long-running political feud between the Bharatiya Janata Party (BJP) government in Uttar Pradesh and the institution’s founder, veteran Muslim politician Azam Khan.
Students, alumni, and residents have been camped outside the university since mid-July, waving national flags and demanding that officials withdraw the notice. Their protest began around the same time as a separate youth movement in Delhi, the Cockroach Janta Party, which succeeded in forcing India’s education minister to resign over exam paper leaks. Several protesters at Jauhar University have pointed to that outcome as proof that sustained pressure can push the government to reconsider.
Why Authorities Ordered the Uttar Pradesh University Demolition
The Rampur Development Authority (RDA) says its decision follows a report from a regional officer who flagged what it called unauthorised construction on the campus. According to Ajay Kumar Dwivedi, the district magistrate and RDA vice chairperson, only two of the university’s 40 buildings, including a planned medical college block, had valid approvals. The remaining structures, he said, were found to be invalid after a review that included input from lawyers representing both the university and the RDA.
Officials gave the university until August 5 to remove the buildings voluntarily, warning that bulldozers would move in and that the university would be billed for the cost of the demolition if it failed to comply. On Monday, the state administration issued an interim stay on the order, though university officials say this does not amount to a cancellation.
Vice Chancellor Zaheeruddin told reporters the stay simply delays the deadline rather than resolving the dispute. He said the university is now pursuing a court verdict that would quash the demolition order entirely. He also argues that the campus, located in Rampur’s Singankhera village, only came under RDA jurisdiction in September 2024, long after most of the buildings were already standing, meaning no approval from that body should have been required at the time of construction.
The Founder Behind the University
Mohammad Ali Jauhar University is named after a freedom fighter who opposed British colonial rule. It was established through a trust set up in 2003 by Azam Khan, a prominent Muslim leader and co-founder of the Samajwadi Party, a political group with strong support among Uttar Pradesh’s Muslim population and many underprivileged Hindu voters as well.
Khan represented Rampur in the state legislature for ten terms and later served in India’s national parliament. His political career put him in direct conflict with the BJP, particularly after the party’s Yogi Adityanath became chief minister of Uttar Pradesh in 2017. Since then, the state government has filed close to 100 legal cases against Khan, covering allegations of land grabbing, forgery, and hate speech, many of them tied directly to the university. Khan spent over two years in jail before receiving bail from the Supreme Court in 2022, and he is currently serving a separate sentence connected to remarks made during the 2019 general election campaign.
Samajwadi Party lawmaker Javed Ali Khan described the demolition order as an act of “vendetta politics,” arguing that the university has been targeted precisely because of who founded it, who laid its foundation stone, and who inaugurated it. BJP spokesperson Rakesh Tripathi rejected that characterisation, insisting the action is simply enforcement of construction law against buildings erected on land that was never properly authorised.
Students Fear Losing Their Only Option
For many students, especially young women, the university represents more than a place to study. Chief proctor Gulrez Nizami says nearly half the student body is female, and several students told reporters their families chose the university specifically because of the safety it offered compared with other institutions. One law student said her parents would be unwilling to send her elsewhere if the campus were demolished, meaning her education could simply end.
The university is officially recognised as a minority institution, but more than a third of its students are Hindu. A first-year paramedical student said she has never felt excluded on campus despite not being Muslim, describing the atmosphere as welcoming to students of every background.
A Wider Pattern of Demolitions
Since Narendra Modi became prime minister in 2014, India has recorded a marked rise in demolitions of homes, mosques, shops, and other properties, a trend that rights groups say has disproportionately affected Muslim communities, even as authorities frame the actions as crackdowns on illegal encroachment. Apoorvanand, a Delhi University academic, told Al Jazeera the Jauhar University case fits a broader strategy of confronting prominent Muslim figures, targeting minority institutions, and discouraging interaction between Hindu and Muslim students on shared campuses.
Protesters have also alleged intimidation tactics away from the campus itself. One graduate said police visited the homes of striking students to pressure their families into ending the demonstration, though he said the protest would continue regardless.

With the interim stay only delaying the August 5 deadline, the university’s fate now rests on the outcome of its court challenge.
